A bowl of comfort.
Put soup bones in a large pot and cover with water. Bring to a bowl and simmer for an hour.
In a large ziploc bag, add flour, sugar, oregano, thyme, paprika, pepper, garlic powder and nutmeg and mix together. Cut stewing beef into 1 inch chunks. Add to the flour and spices, seal bag and shake to coat the meat. Brown the meat in two batches with some canola oil in a pan and set aside.
Remove the soup bones, add the beef oxo and stir to dissolve. Add the meat and the barley. Bring to a boil and simmer for an hour.
(If you are making dumplings, put some of the beef broth in a separate pot, add the barley and cook separately, adding more broth as needed. This keeps the barley from sticking to the bottom of the pot while cooking the dumplings.)
Put the tomatoes into a bowl and using a hand blender, puree the tomatoes. If you don't have a hand blender, buy crushed tomatoes.
Add the tomatoes to the broth and beef. Add the bay leaves, sugar, carrots, celery and onion and cook for 45 minutes. Add the frozen corn and green beans and cook for 15 minutes.
If making dumplings, add them now and when finished cooking, remove dumplings and add the cooked barley to the stew.
