Copied recipe from a friends Facebook. They got it from someone else.
heat oil on med-hi. add meat, brown on all sides, 6 minutes. Add onion, reduce to low. coot stirring until softened, 3 minutes. Add garlic and cook stirring one minute. Pour in all ingredients but potatoes,carrots and flour. Simmer 1 1/2 to 2 hours till meat is tender. add potatoes and carrots. simmer till veggies are tender and meat falls apart, 30-40 minutes. Remove 1 cup liquid. Stir in flour. add to pot and bring to gentle boil. Reduce heat and simmer till thickened, 10 minutes. Serve with warm bread.
