Spread softened ice cream over cookie crust.
Sprinkle peanuts over first two layers. Place in freezer until solid.
Boil powdered sugar, milk, choc. Chips, and 1/2 cup margarine for 8 minutes, stirring constantly. Add 1 tsp. vanilla and cool to room temperature and pour over ice cream.
Place in freezer for 2 hours before serving.
