Of course it is best on ice cream (heated or not). The flavor is to die for (creamy and carmelly) and your friends and family will love you forever if you made this for them as a gift at Christmas. Best of all it is easy to make and takes little or no time at all. Make 3 cups

1. In a med sauce pan combine both sugars, syrup and salt. Cook over moderate heat, stirring occasionally, until bubbles form (about 6 minutes). Simmer, stirring, for 1 minute, then add the butter. Cook until the mixture reaches 240 degrees on a candy thermometer (about 2 minutes). Carefully stir in the cream. Return the sauce to a rolling boil and remove from the heat. Stir in the vanilla and the water. Let cool, then refrigerate.
2. You can then divide it up into jars for gifts (about 5 six ounce jars) and or eat it all yourself. I am sure it would be wonderful in a latte, etc. Enjoy........
