The filling of cabbage rolls in a spring roll wrapper.
In a pan add beef and rice to boiling water and let reduce. Add spices during boiling.
In a separate pot add vinegar and bring to almost boil. Add all of the vegetables and let simmer stirring occasionally.
Drain meet and rice after it has reduced to fat and then combine meet rice and vegetables after cabbage is soft.
use this mixture as filling for rice paper using the instructions with the rice paper. You could also use boiled cabbage leaves as wrapper.
