Turn oven on to 400F.
Prepare muffin cups.
Put flour, sugar, baking powder, and salt in the medium bowl. Stir with wooden spoon to mix. Set aside.
Make Streusel Topping: combine 3 Tbsp flour, 3 Tbsp brown sugar, and cinnamon in small mixing bowl and stir to mix. Use a fork to mix in 2 Tbsp softened butter until mixture is crumbly.
Using vegetable peeler peel skin off of apple and cut apple into 4 pieces. Cut out the core. Save.
Beat egg in small bowl until yolk and white are mixed together. Add milk, oil, and apple butter to egg. Beat with the fork until ingredients are well mixed.
Add egg mixture to the flour mixture. Stir until dry ingredients are wet. Stir in chopped apple. Batter should be somewhat lumpy.
Spoon some of the batter into each muffin cup. Sprinkle 1 rounded teaspoon of the streusel topping over each muffin cup.
Put muffin pan in oven and bake for 20 minor til golden. Turn off oven.
Remove from oven.
