1. Preheat oven to 400. Toss cauliflower with 2 tbsp olive oil, salt and pepper. Roast in single layer on baking sheet 30 min (stir at 15 min). When knife-tender, remove from oven. Sprinkle with cheese; set aside.
2. Heat remaining oil in braising pan on med-high. Add onion; cook 3 min until softened. Add garlic; cook 1 min. Add rice blend; cook 3 min to toast. Add stock. Bring to simmer on high; cover.
3. Bake 18 min. Remove from oven; let rest 10 min. (Position oven racks to accommodate both pans at once.)
4. Fold in cauliflower. Drizzle with truffle oil and garnish with chives.
