This is basically the Indian version of a tortilla.
In a large mixing bowl, add wheat flour, salt, and water. Feel for consistency (put a hole in the center -- pour water into that). Work the mixture into a ball. Cover it with a plate for about an hour.
Roll into small balls (a little bigger than a golf ball).
Start heating the skillet on medium-high heat.
While it's heating, put flour on a flat surface and roll the balls out.
When that's done, put a bit of oil on a paper towel and rub the bottom of the skillet. Add the chapatis one at a time. Fry for maybe one minute on one side, then a minute on the other side.
You can experiment with the frying time to get it right.
