For the pastry; Mix flour,cheddar,cayenne, butter and shortening in food processor. Plus until crumbly mix forms. remove to mixing bowl add water and vodka. Blend with a fork until dough forms a ball. Wrap in plastic wrap, refrigerate for one hour or more.
Preheat oven to 375 degrees
The Pot Pie; Cook potatoes and carrot, in 1 cup chicken broth, enough water to cover, salt and rosemary sprigs ,until just done about 8 - 10 minutes.
Melt butter in pot, add flour and cook one minute. Add 3 cups chicken broth, salt and pepper, cook until slightly thickened. Add chicken, peas and vegetables. Heat until boiling.
Mean while roll out enough pastry to make a 14 inch round.
Put pot pie mix into prepared 12 inch round oven proof dish. Top with pastry, bake until bubbly and top is slightly browned, approximately 40 minutes.
