Suggest a better description1. Heat 2 tablespoons oil in a 5 qt dutch oven or soup pot over medium high heat. Working in batches if necessary add beef and cook until browned on all sides, about 5 min.
2. Add remaining oil, onions and sugar. Reduce heat to heat to medium and saute until onion is soft, about 3 min. Add carrots and saute 3 min.
3. Stir in 2 cups water, stock, tomatoes and salt and bring to a boil. Reduce heat and simmer, covered until beef is tender about 40 min.
