Preheat oven to 350 degrees.
Mix milk and vinegar together and set aside.
Mix remaining ingredients in medium bowl, add margarine and cut in with a pastry blender until mixture resembles coarse cornmeal.
Add milk and stir until combined.
Spray baking pan with nonstick spray and drop heaping tablespoons of batter about 2 inches apart, bake for 10-15 minutes.
Serve chicken and sauce over dumplings.
