1) Prehead oven to 375 degrees.
2) Fill a large stock pot with potatoes and enough water to cover. Add salt. Boil until tender.
3) Drain and pour potatoes into a large 9x13 (or larger) pan. Arrange potatoes in an even layer.
4) Meanwhile, melt 6 tbl. butter in a sauce pan, then stir in 6 tbl. flour. When flour is completely dissolved in butter, add the half-and-half. Stir constantly until it thickens.
5) Pour sauce over potatoes.
6) Drop the Velveeta cubes randomly over the top of the potatoes and sauce, so that it will melt into a fairly even layer.
7) Melt 2 tbl. butter and combine with the Panko. Sprinkle over the top of the potato mixture.
8) Bake about 30 minutes, until all of the cheese is melted.
