Heat oven to 350.
Grease 9 x 13 pan. I large mixer bowl beat flour, sugar, margarine, eggs, and syrup until smooth. Pour into pan. Bake 25-30 minutes. Cool completely.
In small mixer bowl combine powdered sugar, 1/2 c margarine softened, 1 tbls water, 1/2 tsp mint extract, and 3 drops of green food coloring. Beat until smooth. Spread on top of cake. Chill.
In small microwave bowl melt 6 tbls margarine and mint chocolate chips on high for 1 - 1.5 minutes or until smooth. Spread on top of cake.
