Brown ground beef with onion and garlic. Drain fat. Add taco seasoning and Rotel tomatoes. Cook down to reduce the liquid by half. Place half of the meat mixture in a 9 x 13 baking dish, cover with half the torn tortillas and half the cheese. Repeat layers with the rest of the ingredients and bake at 400 degrees until the cheese is bubbly.
