Preheat 400.
Place almonds in mini food processor. Process to the consistency of fine read crumbs. Set aside.
Cut (2) 15" squares of parchment paper. Fold each square in half to create a crease then open up. Place 1 filet next to the crease on each piece.
Top each filet with half of the tomato, onion, almond meal, EVOO, wine & saffron. Fold the paper over the fish & veggies then fold the edges several times, crimping to seal the packet completely. Place the packets on a baking sheet. Bake until the paper starts to brown, approx 15 mins.
Serve on plates with fish inside packets.
