Lay spinach on steaming rack. Slice garlic over spinach. Lay fish over spinach. Sprinkle with remaining ingredients. Place rack in pot with water 1" away from bottom of steamer rack.
Tightly cover pot and bring water to a boil. Turn heat source to medium low, steam 8 - 10 minutes using the 10 minutes per inch rule, or until internal temperature of thickst part of fish reaches 140. Open lid away from you to allow steam to escape.
