Pour oil into a heavy ovenproof medium saucepan and add garlic. Cover with foil, place in oven, and bake until garlic turns a nutty brown and is really soft (think cream cheese), about 45 minutes.
Remove saucepan from oven and let garlic and oil cool to room temperature.
Put the garlic and oil in a blender. Add chipotles and adobo, cilantro, lime zest, and salt and puree until very smooth.
Store in the refrigerator in a tightly covered container for up to 2 weeks or freeze for up to 1 month.
