Sift together flour, sugar, baking powder, baking soda; and salt. Set aside.
In food processor, put cubed cheese and sprinkle in a little flour mixture to keep it dry while it processes. Pulse to grate and mix cheese until you are happy with chop size. larger will put nice chunks of cheese in your sticks, finer will make the bread itself very cheesy.
Add the rest of the dry ingredients and pulse 1 or 2 x to mix. Add milk and pulse to mix.
lightly flour a workspace. roll/pat out to 10" x 8" x 1/2"+ rectangle. With a sharp knife slice in 1" strips so you have 10 strips, 8" long.
gently twist 3-5 times and place evenly spaced on cookie baking sheet which has been lightly greased w/olive oil.
using more olive oil, brush tops.
Bake until golden brown, 10 to 15 minutes.
You can also cut them in half to make 4" slices. You have to push down on the ends to make the twists stay in place, but it makes a nice-looking breadstick.
My family loves these and we eat them often.
