Suggest a better descriptionCut steak in 2 by 1 inch strips and toss with soy sauce. Brown on one side in oil. Add green pepper and cook and stir until meat is browned. Combine water and cornstarch, add to meat and cook and stir until peppers are tender and sauce is thickened over medium heat. Serve over rice or noodles.
