For the marshmallow layer: whisk together 2 1/4 cups of flour, 1/2 tsp baking powder, and 1/4 tsp salt in a bowl. Cream 1 stick butter, marshmallow cream, and 1/4 c sugar in a bowl with a mixer on medium speed until fluffy, about 3 minutes. Add 1 egg and extract; mix to incorporate. Mix dry ingredients into mixture. Spoon very wet dough onto plastic; wrap tightly. Chill dough until firm; 1-2 hours.
For the chocolate layer: Whisk together 2 cups flour, 1/2 tsp baking powder, and 1/4 tsp salt. Combine hot chocolate mix, water, and cocoa in a bowl until smooth. Cream 1 stick butter, hot chocolate mixture and 3/4 c sugar in a bowl with a mixer on medium speed until fluffy, 3 minutes. Add 1 egg and mix to incorporate. Mix dry ingredients into creamed mixture. Spoon dough onto plastic; wrap tightly. Chill dough until firm. 1-2 hours.
Roll doughs into 11X15 rectangles between waxed paper. Invert chocolate layer onto marshmallow layer, pressing lightly. Tightly roll layers from long edge, jelly roll style; chill wrapped, at least 2 hours, or up to a day.
Preheat oven to 375. Slice roll into 1/2 inch thick slices. Bake on parchment lined baking sheets, 12-14 minutes. Let cookies cool on baking sheets for 2 minutes.
