Suggest a better descriptionIn large kettle, place 1 quart water and 3 cups sugar. Place in bag, cinnamon, cloves and nutmeg. Let sugar dissolve over low heat, then boil mixture for 10 minutes. Remove from heat, remove spice bag and and add lemon and orange juice.
In tea pot, put 1/2 cup tea, pour over 8 cups boiling water. Cover, let steam for 5 minutes. Then strain tea ingo syrup and fruit mixture. Let set for 3 hours.
To serve, reheat to boiling point and add 1 cup water.
