Not the 'usual' shepherd's pie. This is a slightly modified version of a recipe that appeared via the Calgary Sun in 1990. It was said to have been brought from Ireland to the famous "Unicorn Pub" in Calgary, Alberta years before by the Irish Rovers (a Canadian Irish Folk Group). History aside - its fairly easy to put together and tastes wonderful.
Cook the minced beef in a frying pan until just browned. Add in the onion, garlic, carrots, celery and nutmeg. Season with salt and pepper, reduce heat and cook for a further 10-15 minutes until vegetables are tender.
In a separate pan make a roux with the butter and flour. To do this melt the butter over low heat, sprinkle the flour over the butter and stir constantly over the low heat until the paste becomes just lightly brown.
Add the stock and water to the beef and vegetables and bring to the boil. Stir in enough of the roux to make a thick gravy that binds the beef and vegetables into a nice consistency for a pie filling (I usually use all of it).
Pour the filling into either one large shallow baking dish or four individual dishes (the filling should be about 3-4cm deep). Allow to cool.
Preheat the oven to 170°C.
Steam or boil the potatoes for about 20 minutes until they are tender. Drain and mash them with the extra butter and enough milk to make them creamy.
Distribute the corn kernels over the filling in the baking dish/s then carefully spread the hot mashed potatoes evenly over the top. Brush the top with the extra melted butter.
Place in the oven and bake for 35-40 minutes until the top is lightly golden brown. Remove and serve.
