Combine pastry base ingredients and bake at 350 for 15 minutes in an 8X8 greased pan.
Beat together ingredients for filling and pour into baked pastry base and bake for 25 minutes.
Cook to boil ingredients for icing, add powdered sugar, cool. Pour over filling.
