Oil 2 baking sheets. Place filets on sheets and season with salt and pepper. Roast for 10-15 min.
Let cool completely and pat dry with paper towels. Flake fish into small pieces with fork.
In large bowl combine eggs, mayo, parsley, lemon juice and horseradish. Fold in fish and 1/2 cracker crumbs. Place remaining crumbs in shallow dish for dredging. Form cakes using about 1/4 cup for each. Gently dredge cakes in crumbs, pressing to help crumbs adhere.
To freeze, place uncooked cakes on baking sheet and freeze until firm - then foodsave them. Keeps 3 months.
To cook, heat oil to medium high and place cakes in skillet and cook until golden brown, 4 - 6 min. per side.
Serve with tarter sauce if desired.
