In a large skillet, brown meat and push to the side of the pan. Add the oil, onion, garlic, green peppers and celery.
Saute until soft. Chop tomatoes in a food chopper and add to meat. Add all other ingredients and mix thoroughly and simmer for about
1.5 hours until desired thickness.
