In a bowl, combine the onions, crumbs, and parmesan cheese. Add the beef and mix well. Shape into 1" balls, place on a greased rack in a shallow baking pan. Bake at 400F for 15-20 min. Meanwhile, arrange bread in a single layer in an ungreased 13x9" baking dish. combine cream cheese, mayo, italian seasoning, and pepper, spread over the bread. Sprinkle with 1/2 cup of mozza. Combine the sauce, water, and garlic, add meatballs. Pour over cheese mixture, sprinkle with remaining mozza cheese. Bake uncovered at 350F for 30 min.
