Cream the butter with the sugar. Stir in eggs and vanilla. Add flour and milk alternately. Stir in cream of tarter. Beat in soda that has been dissolved in the water. Needs to be beat well. Grease and flour a loaf pan. Bake at 375 till toothpick comes out clean.
