Lightly grease a 2-quart square baking dish. In a covered saucepan, cook potatoes in enough boiling salted water to cover for 8 minutes. Stir in spinach; drain well. Return mixture to pan.
Meanwhile, in a saucepan, cook green onions in hot butter over medium heat about 3 minutes or until softened. Stir in flour, salt, cayenne pepper, and nutmeg. Gradually stir in milk. Cook and stir until thickened and bubbly. Stir in 1/2 cup of the cheese until melted. Pour over potato mixture; toss gently.
Transfer potato mixture to the prepared baking dish. Sprinkle with the remaining 1/2 cup cheese. Bake, uncovered, for 25 to 30 minutes or until potatoes are tender. Let stand about 10 minutes before serving.
