Lightened, but decadent dessert
Make crust and topping:
Preheat oven to 325 degrees.
Make a foil sling for an 8x8 pan.
Spray with vegetable oil spray.
Whisk flour, oats, sugar, baking powder and salt together in a bowl.
Stir in melted butter until combined.
Measure out and reserve 1/4 cup mixture for topping.
Transfer remaining mixture to prepared pan and press firmly into an even layer.
Bake 20-24 minutes, until fragrant and beginning to brown, rotating halfway through baking.
Let cool on a wire rack for at least 15 minutes.
Make Filling:
Whisk flour, espresso powder, and salt together in bowl.
Microwave chocolate chips, marshmallows and milk together in a large bowl, stirring often, until melted and smooth, 1-3 minutes.
Let cool slightly, then stir in vanilla and flour mixture until just incorporated.
Spread filling evenly over baked crust. Sprinkle with reserved oat mixture and spray lightly with vegetable oil spray. Bake until edges are set, but center is still slightly soft, about 20 minutes, rotating pan halfway through baking.
Let bars cool completely in pan on wire rack, about 2 hours. Remove from pan using foil sling into 16 squares.
