Preheat oven to 400 degrees.
Toss together the tomatoes, 1 tablespoon of the oil, and the rosemary in a medium bowl. Place the tomato halves, cut side up, in a shallow medium baking dish and scatter the thyme springs on top. Roast the tomatoes until lightly browned but still slightly firm, about 20 minutes. Let cool.
To make the pesto, put the basil, garlic, parmesan, walnuts, the remaining 1 tablespoon of oil, and the pepper in a blender or food processor. Pulse until the mixture forms a coarse, bright green paste. Set aside.
Meanshile, cook the rotelle according to package directions. Drain, reserving 1 1/2 tablespoons of the cooking water. Transfer the rotelle to a serving bowl. Add the cooking water to the pesto and process 2 seconds. Add the pesto to the pasta and toss well to coat. Discard teh thyme springs and arrange the roasted tomatoes on top of the pasta.
Serve hot or at room temperature.
