Pour the rice into a 9x13 inch or large oval oven-to-table baking dish.
Add the tomato sauce, ketchup, salt, and water. Stir to combine. Stir in the frozen vegetables. Cover tightly with foil.
Bake for 1 hour. Remove the foil; allow to stand at room temperature for 5 minutes. Scrape a fork over the grains in all directions to fluff rice and distribute the sauce.
