Different take on a Shepherds pie. A little high on sodium because of gravy mix - but you could season your beef as you like and omit the mix :) Warm and filling for fall evenings. Serve with your favorite sides and leftovers are wonderful!
Preheat oven to 350. Mix Gravy Mix, ground beef, chopped/minced onion and pepper in large bowl. Shape into a loaf, 2 inches high in a shallow baking pan.
Stir chives into prepared mashed potatoes. Spread over meat loaf. Bake 55 minutes or until cooked through (160 deg in center of meat). sprinkle with cheese. Bake 2 minutes longer or until cheese melts.
