Combine above ingredients (except sauce), mix well, make into 4 patties and place in shallow baking pan.
Mix 2 cans mushroom soup and 1 can of milk. Add garlic powder and pour over patties.
Cover with foil and bake at 350 for 60 minutes. Serve with rice.
