From Cook and Tell
Melt butter, stir in flour, add milk gradually, add salt and pepper, cook and stir until thickened, add cheese to melt, set aside.
Scramble eggs with scallions. combine eggs and cheese sauce. Turn into 13X9 pan.
To make topping: Combine butter and crumbs. Spread over eggs. Sprinkle with paprika. cover and chill overnight. Uncover and bake at 350° for 30 minutes or until heated through. Let stand 10-15 minutes before serving.
