In a small skillet, heat the oil over moderately high heat until it releases its aroma. Add the garlic and shallots, and saute in the hot oil for 2 to 3 minutes, until the shallots are tender. Stir in the herbes de Provence and five-spice powder. Remove the mixture from the heat and let cool.
Place the grouper,salmon,shrimp, and lobster in a large bowl. Add the cooled garlic and shallots. Season with salt and pepper and blend thoroughly. Fold in the tomalley, if there is any. Cover with plastic wrap and refrigerate for 2 hours.
Spoon the chilled sausage filling into a pastry bag fitted with a 1-inh plain tube. Spread a sheet of plastic wrap, about 6 by 12 inches, on a flat surface. On the long end of the sheet, pipe a line of filling from one edge to the other. Roll the filling in the wrap and fold the ends serral times to seal the sausage. Repeat the process with the remaining filling, making 3 to 4 sausage in all.
Cook the sausages either by steaming, poaching, or roasting. To steam, place over simmering water in a covered bamboo steamer for 20 minutes. To poach, simmer in 1 gallon court-bouillon for 5 minutes. To roast, spread on baking sheet and place in a 375 degree F. oven for 7 to 10 minutes.
Let the sausage rest for 2 to 3 minutes after cooking, then unwrap and cut each sausage on the diagonal into 1/2-inch slices. Fan the slices on four serving plates and place a small bowl of Warm Mustard Sauce in the center of each plate for dipping.
Note; tomalley, the moss green liver of the lobster is small enough to fit into a tablespoon. Like roe, it is considered a delicacy and should be frozen and reserved for flavoring other dishes
