Suggest a better description1. Combine the turkey, whole fennel, crushed fennel seed, red pepper, salt, pepper and the garlic in a large bowl. Mix thoroughly with hands to distribute spices evenly. 2. Shape into 16 equal patties. refrigerate, covered, up to several hours. 3. To cook patties; Lightly spray the bottom of large skillet. add just enough water to cover bottom . Add patties to skillet, making sure they dont touch.
