PREP TIME: 20 minutes COOKING TIME: 22 minutes READY IN: 42 minutes
In large saucepan, combine the 1st nine ingredients; bring to a boil. Reduce heat; cover and simmer for 15-20 minutes or until potatoes are tender. Stir in beef and 2 cups milk; heat through.
Combine flour and remaining milk until smooth; gradually stir it into the soup. Bring to boil; cook and sttir for 2 minutes or until thickened and bubbly. Reduce heat, and stir in the cheese until melted. Add cayenne if desired. Top with bacon just before serving.
