In large saucepan, combine the 1st nine ingredients; bring to a boil. Reduce heat; cover and simmer for 15-20 minutes or until potatoes are tender. Stir in beef and 2 cups milk; heat through.
Combine flour and remaining milk until smooth; gradually stir it into the soup. Bring to boil; cook and sttir for 2 minutes or until thickened and bubbly. Reduce heat, and stir in the cheese until melted. Add cayenne if desired. Top with bacon just before serving.

MrsswillI was more unprepared to make this than I thought, so I had to make some alterations. Didn't have any jalapeño or bell pepper so I added celery, mushrooms and some left over peas just 'cause my husband and I like them and 1 & 1/2 tsps of red pepper flakes. Whew! Didn't need the paprika after that. Also substituted 2 tbsps of gluten free flour. Loved it! Tasted a lot like Marie Calenders potato & cheese soup. Thanks!!3y ago
