In a 4-quart or larger saucepan or pot over medium-high heat, combine the beef, onion, and allspice.
Stir beef to break it up asmuch as possible, cook for 5 min until lightly browned
Stir in the peppers, tomatoes, tomatoe sauce, buouillon-water mixture, rice & black pepper
Bring to boil
Adjust the heat so the stew simmers gently & cook, covered and stirring occasionally, 25-30 min or until the rice is just cooked through
Taste and add salt and more papper, if desired
If the stew has a noticeable acidity due to the tomatoes, also stir in a little sugar to taste
