Remove center veins of cabbage leaves by cutting around them in a V shape, keeping leaves in one piece. Immerse leaves (4 at a time) into boiling water in large sauce pan, about 5-10 mins, until limp. Drain well.
Filling: cook meat and onion over med-high heat in large skillet. Drain fat. Stir in undrained tomatoes, water & uncooked rice. Bring to a boil. Reduce heat & simmer, covered, for 15-20 mins until rice is tender. Stir in 1/4-1/2 cup Swiss cheese.
Place about 1/3 cup filling on each cabbage leaf. Fold in sides. Starting at an unfolded edge, carefully roll up.
Pour 1/2 of tomato sauce into 2-qt baking dish. Place rolls on top. Pour remaining sauce on top.
Bake at 350 for 25 mins. Sprinkle Swiss cheese on top.
