Suggest a better descriptionPlace capsicums in oven to soften a little bit. Brown mince, then add the rest of the ingredients. Fry until rice is cooked. Stuff capsicums with meat mixture. Place in baking dish and put in left over meat mixture around capsicums. Pour water over whole dish. Bake on 180* C until capsicums are soft.
