In a small mixing bowl, whisk together pudding mix and low-carb milk; set aside. In medium mixing bowl, use electric mixer to whip cream until soft peaks form. Add reserved pudding mixture to bowl with cream and whisk until well combined. Refrigerate for 30 minutes. While pudding is chilling, prepare whipped cream layer.
WHIPPED CREAM LAYER:
In medium bowl, using an electric mixer on medium-high speed, whip cream, Splenda and vanilla until stiff peaks form.

Assemble pie by spreading chilled pudding over crust with rubber spatula, then spooning whipped cream over pudding (cream should not reach edges of pie) to create a nicely rounded mound of cream in the center. Sprinkle to with pinch of cocoa powder for garnish.
Return pie to refrigerator for at least 2 hours before serving.
