Prep:
Dressing: Combine ingredients and let stand 30 min.
Meat: Heat oil in large skillet. Saute the onions and the minced garlic until the onion is translucent (6-8 min.) Add chopped carrot, bell pepper, chili powder, and cumin; cook, stirring constantly for 2 min. Add beef, breaking it apart with a wooden spoon. Stir in tomatoes, tomato paste, and water; bring to a boil. Reduce heat and simmer, covered, until the beef is cooked through, about 20 min. Uncover and cook, stirring occasionally, until the liquid evaporates, about 15 min. longer.
Cook:
Toppings: Meanwhile, in a large bowl combine lettuce, shredded carrot, and 1/4 of the cilantro dressing; toss to coat.
To Serve: Divide lettuce mixture among 3 plates; top with the meat, then surround with tortilla chips. Serve, sprinkled with the cheese.
