Spread half the cabbage in the bottom of a casserole dish. Sprinkle with salt.
Add rice, onion, meat and Rotel tomatoes.
Spread remaining cabbage on top.
Add salt and pepper to taste.
Cover with tomato juice.
Bake for 1 1/2 hours or until done.
