Heat chocolate and 2 tbls. of the milk in saucepan over low heat. Stirring till melted, remove from heat. Beat sugar into cream cheese, add remaining milk and chocolate mixture and beat until smooth. Fold chocolate mixture into whipped topping till smooth.
Freeze until firm about 4 hours. Let sit at room temperture until warm enough to cut, but if it gets to warm it will melt. Store in freezer.
