Mix soup with water. Set aside. Combine rice with remaining ingredients and add 1/2 cup soup mixture. Mix well and shape into meatballs. Place meatballs in frying pan, add remaining soup mixture. Bring to a boil and simmer 15 minutes, basting occasionally.
