Rinse dried beans, cover with 6 cup water and soak overnight. Drain.
Combine beans, 4 cup water, onion, green pepper, chili powder, cumin, and bay leaf. Bring to boil, reduce heat and simmer for 1 and 1/2 hours, stirring occasionally.
Remove bay leaf.
Stir in tomatoes, salt and tomato paste. Bring to boil, then reduce heat and simmer again, for @ 15 minutes.
Serve with cheddar cheese, sour cream and onion.
