Suggest a better description1. COOK BEEF: Heat oil in 12-inch nonstick skillet over medium-high heat until shimmering. Add beef, onion, chili powder, cumin, and 1/2 teaspoon salt. Cook, breaking beef into pieces with wooden spoon, until beef is no longer pink, about 3 minutes.
2. SIMMER MACARONI: Stir in garlic and brown sugar and cook until fragrant, about 30 seconds. Stir in tomato sauce, water, and macaroni. Cover and cook, stirring often and adjusting heat as needed to maintain vigorous simmer, until macaroni is tender, 10 to 15 minutes.
3. ADD CHEESE: Season with salt & pepper to taste. Stir in 1 cup of cheese and sprinkle remaining 1 cup cheese over top. Cover and let sit off heat until cheese melts, about 2 minutes. Serve.
