In a saucepan, combine butter, heavy cream, and cream cheese. Simmer until melted, stir to mix well. Add the Parmesan cheese and garlic powder. Simmer for 15 - 20 minutes on low. Season with salt and pepper if you wish.
For a lower-fat version, substitute half and half for heavy cream. I wouldn't try it with plain milk.
