Cobine chicken, pepper, bay leaves, vinegar, garlic and salt in a pot and simmer for 30 min.
Add the soy sauce and continue to cook until the chicken is tender, about another 30 minutes to an hour.
A small amount of slightly thickened sauce should surround the meat. Serve with rice.
Slow cooker: I toss all of the ingredients into a slow cooker at the same time and cook on low for 6-8 hours -- Incredible!
NOTES : This can be made with chicken or pork, cooked on the stove or in a slow cooker. Serve with rice.
