Combine the nuts, capers, salt, pepper and tarragon (and roasted garlic if using) in blender or food processor. Process until coarse and crumbly.
Add lemon juice and water and process until as smooth as possible. With the blender or processor running, add the olive oil slowly and process until the mixture is completely smooth. Add salt and pepper and lemon.
Use: A green sauce perfect with asparagus.
